Minimum Leave to be allowed to emoployees

How many minimum leave are essentially required to be allowed to the employees in India.

Is it neceassary to give the facility of full leave for the whole year in the beginning of the year or there can be a monthly system as per which employee can take leave upto particular number in a month and any excess shall be deducted out of the salary of the month no matter how many leaves he has taken earlier in the year. Precisely can there be a monthly system of leave accounting?
