Legal Question in Employment Law in India

Sir, we work in a PSU Oil Refinery. We have many sections in our Refinery. Each section has a seperate Sectional Safety Committee where workmen category has representation in each seperate section. There is no central/main Safety Committee for workmen. But there is one Management Safety Committee where there is no workmen category representation and all review of safety aspects of our Refinery are being done in this Management Safety Committee.

My question is that does this type of Management Safety Committee formation violate the sec-41G (Workers� participation in safety management) of the factory Act,1948? If yes/no, then why?
