Bombay HIgh Court order for water supply

What is the procedure for obtaining a bombay high court's order for a private water connection by an occupant since 36 yrs. in an old tenanted building that has been recently sold to a builder. The documents the occupant has are Notarised Affidavit stating occupancy,ration card, election card,mayors letter for grant of line on humanitarian grounds, Maharashtra govt.SEO card,employment letters stating address. The occupant does not wish to give old agreement of sub-tenancy statement with tenant, since he suspects the builders involvement in cutting existing water connnection to occupant's flat in old landowners name. No litigitation exists against the occupant who does not possess any rent receipts whatsoever. BMC is perhaps involved with the builder (land-owner in not granting water lne,demanding rent recepts. Can this be granted by court?
