Legal Question in Landlord & Tenant Law in India

I have filed a case against my tenant for eviction of Shop which is located at the ground floor of my house. My tenant had shifted his business in new shop in opposite of old shop. He demanded huge amount of money for vacatiing the shop located at the ground floor of my house. It is come to my notice that he has only one license under the provisions of Shops and Establishments Act. In other words he is carrying business at different locations with only one license. He has no license to carry business in the shop which is located at the groundfloor of my house.

My question are

1. Whether court can help me in this situation ?

2. Whether the shop can be sealed by the local municipal authority in absence of license under shops & Establishments Act ?
