Legal Question in Landlord & Tenant Law in India

Installation of Sintex tanks and booster pumps inside flats

Hello! We are a co-operative housing society of about 20 flat owners in a 4-storey building in Mumbai, India that is about 25 years old. Recently, a few flats have been facing water problems even though all the pipes have been replaced and we suspect that some of the society members have installed pumps and Sintex water storage tanks without being granted explicit permission by the remaining members in order to draw more water to their flats. Is this allowed? If not, what would be the procedure to have these tanks and pumps removed?
