In my case in district consumer forum after explaining in details the different stand taken on the case by me and the respondent the operating para of the order says� �the opposite parties are directed to complete the construction in all respects with out defects and hand over possession of a cottage in a period of one month and pay a compensation and cost amounting to Rs20000�failing which I was entitled to initiate warrant issue under sec 27 of the consumer protection act.� While the opposte party paid compensation and cost they disobeyed the court order in that the handed over the property had defects and was incomplete. Hence I approached the same forum again for remedy but by that time a new president was giving orders and he diverted me to a civil court for getting remedy for defects.

I approached State commission on appeal but it felt the pith and substance of �to be completed in all respects� concerns only escalation of cost of construction and delays in handing over. Since all matters of construction are not discussed in original OP my petition has no merit, it said. My petition also indicated to avoid possible demolition of the cottage as it was built without approved drawing consumer forums are becomming civil court?
