Legal Question in Real Estate Law in India

if two flats on same floor of same aprtment but differant socity owned by my mother and father ,wether a door canbe made in internal partician wall with proper stability certificate as i stay away and my mother is senior citizen stay alone there so that door will make her an easy access .the two flats are in differant socity but connected "only 4 inch partition wall is there nothing in between its connected means from one kitcen to bedroom of other flat but socities are objecting please advice as i purchased it all registration is happen but since we already made a temp door for finishing works acess but socity B objects by stopping the process of membership please advice.

Check municipal law in this behalf. If it is permissible then society may issue NoC.
