Legal Question in Real Estate Law in India

We have a housing society which was registered in Feb. 2010 by the members, as the Developer failed to do so for about 10 years. As per the rules, we should have got the conveyance deed executed within four months after the formation of the society, but till date the same has not been done.

Under the new law passed by the state assembly, district collectors have been given powers to execute conveyance deed in favour of the housing societies.

As per the new rules housing societies which are in existence for more than 10 years or so, they can approach the district collector directly and ask him to execute the conveyance deed in their favour.

Can somebody advise the procedure to approach the district collector (In Bandra East,I suppose), What are the documents to be carried? and is there any specific format for the application?
