Legal Question in Telecomm Law in India

Regarding eligibility to register a firm and a title

Sir,

We are a group of college students and are looking forward to launching a local monthly youth magazine in our city.

We are all minors i.e we haven't yet attained 18 years of age.

My question is,

1) 'Can we get a title registered in our name from the registrar of newspapers in India'

2) 'Can we register a firm in our name i.e as publishers of this magazine.
