executing a will of a deseased

A bachalor ''X'' dies and will all his accets to a Bachalor ''Z''(brother). And appoints ''M'' as the executor. Now There are Two More ''N'' married sister and ''O'' married brother alive. what should ''M'' to execute the will, Is getting succession /probate certificate necessary.
