phone service for blind person

My brother is 80 and legally blind. He asks the telephone operator to place a call for him. They then ask for a credit card. If he could read that he would not need their services. They usually hang up on him. He is so frustrated, he lives alone. How can this be solved?

There are numerous services linked to PC Computer programs for blind and vision impaired persons, usually text to speech.

Does he read Braille?

There are also Non-profits which can help.

Check with United Way offices in your area for help.

His bank should help via phone or have other services appropriate for his situation.
