can my ex decide to stop bringing the kids home when he has been doing it for the past 4 years
he says i have to start picking them up when he knows i have no license or car and never had one

What does your decree state. If it is silent, the Indiana Parenting Time Guidelines apply and you are supposed to follow the Guidlines that generally split the transportion responsibilities.
If the decree was silent, you might consider petitioning the court for modification to conform the decree with the past practice. Good luck.
