Repossesion of a vehicle

I have a lien on a vehicle that I had to reposses. The man that it was repossesed from willingly gave the keys. But now refuses to sign off on the title of the vehicle so that I may title and license it myself. What can I do about that?

Contact the BMV. They have a process for titling a repossessed vehicle.
