can i sue my appartment complex for failure to fix a leaking ceiling? this has happended 3 times in 3 weeks.

Whether you can sue or not depends upon your rights under you lease--check there first. However, in order to sue someone, you must be able to show damages, either to your property, or which make your apartment uninhabitable. So you have to be able to show that you've been monetarily harmed, not just inconvenienced.
