who is in charge

who is in charge if something happens to the poa, we know that our brother is poa and his wife is next , who is in charge if they both die before our parents die ?

With both the original and successor attorneys in fact dead, I say there is no valid POA. Unlike guardianships, there is no court to appoint someone else. As a practical matter, I say that the only thing to do is petition the probate court for a guardianship.
