I emailed my city bus service asking whether they would allow me to use their bus route data in an iPhone app with ads, and got no response. If I did create the app, and profited from the ads, would they be able to, or likely to, sue me or demand that I pull the app?

Let's see....it's their information, copyrighted, and you intend to use it without their permission? What would you do if you were the bus company? Next time figure out who their general counsel is and contact them, ask nicely for a license and tell them it would be good for their business and free. On the other hand if you are selling the app, they might want a piece.
