Legal Question in Consumer Law in Iowa

a local car lot that does buy here pay here has been doing some questionable things and I'd like to know if they are legal here in Iowa.... he charges a 250 repo fee which he's posted on his business wall.,.. I'm sure that is legal... high but legal... next a customer told me ( after a family member bought a car from this lot ) that she was 3 days late on her payment and he sat outside her home ( he told her this ) and when she returned his call he told her he had done that and at the same time took her car... when she went to get it back and pay the repo and payment fee he made her pay ahead 2 payments... this is what I am questioning is that legal.. her contract does not show that on it anywhere...plus before he repos a car doens't he need to served either by us mail or sheriff a notice to cure and give her 10 days or more to do so and then repo...etc.. he doesn't do this to any of his customers... these are people who cant waltz into a bank and get a loan... since most of them are people with challenged credit or have finally gotten jobs after long lay offs.... the dealers practices remind me of loan sharks... please advise or clarify for me as I'd like to know for future reference... thank you so much
