Suspended Drivers License in Iowa

My son was arrested in mid-May for DUI in Iowa. He had a Nebraska Drivers License which he had to give up under suspension order--name removed--the state of Iowa for the DUI arrest. His case was stalled in the court system for several weeks but all charges were dismissed in mid-August. Iowa DMV will not lift the suspension on his driving record even though all charges were dropped, therefore he cannot get his Nebraska Drivers License re-instated. What can--name removed--done to get the Iowa DMV to drop the suspension order which is in effect until November?

He has to contact the Iowa Department of Transportation.
