Party responsible for accident has unwilling insurance

I was a passagenger in an interstate automobile accident about 21 months ago. A semi rear-ended us on the interstate after the our car slowed down. Semi driver is at fualt. The passenger behind me was knocked unconscious, broke her jaw, and lost three teeth. She has undergone numerous surgerys and bone grafts, not to mention the original hospital bills. Our insurance would only pay so much of these bills. They have been ''trying'' to get a settlement from the semi-truck driver's company's insurance, but things have been moving slowly. If 24 months pass since the day of the accident, a lawsuit is not a legal option. What can be done to this unwilling insurance company? Or what should we do to motivate our insurance? Are they just stalling to get past the two-year mark? Thanks for any help.

Get a lawyer immediately. They are stalling until after the two years runs. Your own insurer will do what is good for it alone, and you need your own representation.
