Legal Question in Landlord & Tenant Law in Iowa

-Landlord reports an underground water leak at 5PM

-Landlord office closes at 7PM

-Water company comes out the next morning and shuts off water

If the repair company did not show up until the next day, can this water leak be called an "emergency" and therefore, also excusing the landlord's responsibility to notify tenants?
