Legal Question in Landlord & Tenant Law in Iowa

I live in an apt community with both garage and outdoor parking. If a tennant wants a garage he must pay an extra fee for the privilege as part of his 1 year lease. The owners have decided to designate most all parking spaces in the complex as 'resident only'. Each tenant is being given a parking pass except those tenants who are paying extra for the special garage parking. Those 'garage' tenants are not allowed to have resident parking passes. The owners are trying to solve the cramped parking situation by reducing the number of tenants who can use the parking spaces closest to the living spaces. The problem here is that there are 200 units and a little over 200 parking spaces but about 50 of those spaces are not very close to living areas. Many tenant families have more than 1 car. Also some number are multiple occupancies (multiple adults in a unit each with cars). I believe that either all tenants should be given parking passes or the charge for the garage should be eliminated. Are there any legal considerations here such as is there a legal basis to not pay the garage fee?

There are no legal issues that I can see. What does your lease say about how many parking spaces you are entitled to?
