Legal Question in Real Estate Law in Iowa

we live in Iowa and have fallen on hard times. Our house is in an area where there is a HOA. We were having water problems and the the HOA decided to charge every land owner a fee to redo the well. We voted against it now they are billing us for the well and late fees. Can they legally do this?

What do the restrictive covenants attached to your deed say about this? If it's provided for they can do it.
