Sexual Harassment in the Work Place

A high school teacher is married to one of the school's vice principals. They both work in the same building. The vice principal becomes involved in an extramarital affair with the school's guidance couselor that has been assigned to him. It is obvious to the other teachers the two are spending unusual amounts of time with each other at school. Several staff members speculated that the two ''hooked up'' at an over night seminar that was attended by the VP and counselor and staff members. A secretary finally complains to another vice principal about the obvious activities. The wife works for two years, afraid to even venture out of her classroom for fear of seeing her husband vice principal with the counselor yet again. The wife becomes obviously emotionally tortured. The school, two years later, finally takes action and removes both the VP and counselor from the building, relocating them to other buildings in the district. Wasn't the wife a victim of sexual harassment in the work place? Wasn't the administration negligent in not handling this issue sooner?

I don't feel qualified to answer this question. Since the wife was not involved I'd need to research the specific issue. She needs to see a lawyer.
