Legal Question in Immigration Law in Kansas

My friend in China is approved to attend Oklahoma University starting 8/20. He applied for a visa in June, which was approved, but has not yet been issued. How can he expedite this so as to arrive in time for enrollment?

I am assuming he is not in the US but waiting on the US consulate to issue the visa. He can consult with an attorney to review what steps have happened to date and see what the consulate still needs to see from him.
