Can you help me find a form to file to have my case reopened since the court did nt get my persona financial management course certificate in time and my case was closed

You just need a Motion to Reopen the dismissed case, setting forth as the reason for the re-opening the fact that you failed to file the Financial Management Certificate before the case was over. Your lawyer should be able to do that with no problem.

The bad news is that you will have to pay another filing fee -- they don't hit you for the full $299, but the $260 they charge you is bad enough.
