what is the difference legally between opening a thrift store and a thrift shop

I do not know of any difference. You could call it "emporium" if you wanted - your choice. There are, however, differences in your business organization - whether you are incorporated or partnership etc. See a local attorney for organization advise. May save you a lot of frustration in the future.
