Is it possible for the husband to get his last name changed?

Yes. Any adult over the age of 18 can file a simple petition in District Court and have his name changed. The Judge will usually ask the petitioner for a reason for the name change, and will deny the requested change if it appears as an attempt to steal another person's identity, or to defraud creditors.
