Legal Question in Civil Litigation in Kentucky

Neighbors let their son drive an altered (to go faster) lawnmower up & down our residential street. He does it all day long. They've also fitted it with a seat from a car. If he's not in the street, he's driving all over their yard (right next to our home). The noise is terrible. We've asked them to stop, as I work nights and he's disturbing my sleep, but they ignored us. I know he must be violating the law, plus the noise is against our HOA regulations, yet my complaints to the HOA president went unanswered. It's causing us irritability, anger, frustration, and sleeplessness. PLEASE HELP before I snap on the boy.
