Legal Question in Insurance Law in Kentucky

My Grandmother died leaving the house and property for my Mother to live on until she died, she made my Aunt the executer of her will, the house to be sold and divided equally between heirs at my mothers death, the problem is that the house has burned and my aunt is refusing to rebuild it putting the money in an escrow account ( so she says) and leaving my mother basically homeless my question: Can she do this? Isn't she supposed to see that the house is rebuilt the insurance money used for that purpose and what can be done about it?

Since the house no longer exists, the life estate is extinguished.
