Legal Question in Intellectual Property in Kentucky

I recently submitted a idea to Davison Inventions Inc. I was unable to come up with the first payment to get started. So i didn't send them anything and also didn't sign anything. My question is can this company take my idea and produce it. I did fill out a form that explains my idea and uses, that was the very first thing i did.

I am wanting to establish this idea into a product without having to come up with hidden fees. According to the better business bureau the are rated with a f. A lot of inventors were sueing for the company charging to much cost according to the BBB.
