When is a tenant officially moved out

When a tenant gives a 30 day notice that he is going to evacuate the premises and move and moves most of his furniture, and personal items, but leaves some clothes, tv, his dogs in the backyard, items in the yard, and the garage completely full of his belongings, and has not turned in the keys for 30 days past the time he said he would be moved, is he legally entitled to get his deposit back even though it is less than half of the amount it would have cost him for rent for that month or does he owe us the deposit plus rent for that month since he still had control of the keys, etc.

I am assuming that there is no lease and the rent is from month to month. You are entitled to your rent for the time that the tenant has control. I would think that the deposit would stand good for that.
