If married, can one spouse change the beneficiary of their own life insurance policy without the knowledge of the other spouse or is the policy part of community property since both parties pay the premiums?

Your claim is for reimbursement of 1/2 the premiums after he dies. The insurance policy has a designated "owner." Whoever that is can change the beneficiary without anyone's permission.
