How long do I have to file an answer to a petition or complaint?

Generally, 15 days from date of service of process. If you do not timely file, or request extension within which to file, the suing party can take a default against you.

Generally, that is true. However, most city courts require you to file responsive pleadings (answer, exceptions, motion for extension of time, etc.) within TEN days. If you read the cover page, it will tell you how much time you have to answer. It is also highly recommended that you retain an attorney if you are being sued. You should not try to navigate the legal system by yourself.
