Legal Question in Personal Injury in Louisiana

Auto accident, not at fault, no insurance, wrong information

A friend of mine asked me what (if any) are her rights in this situation. She was involved in a car accident in a parking lot where another vehicle rear ended her. She claims she is not at fault. The problems are that there was no police report, she did not have automobile insurance at the time, the other driver did not have auto insurance and she did not get the other driver's license plate number. They only exchanged phone numbers and addresses. However, the phone number and address were phony. After realizing this, she contacted the police who basically told her there is nothing she can do. She only wants her vehicle repaired. Is there anything she can do? Or is she just out of luck?
