vacant lot - dangerous tree

There is a vacant corner lot right next to my house. The lot has a large dying tree that has large branches growing over my roof. Would you please let me know what my options are in getting the tree cut down or removed by the owner of the lot?

I have done some research and know the name and address of the property owner. Should I notify her in writing and give a time limit for action to be taken on her part?

Note: I have had trouble getting her to cut the grass on the lot.

Send the owner a registered letter telling her about the problem and giving her a time period to cut the limbs or the whole tree down. If she fails to do it, you should protect yourself by either cutting the tree down and sending the bill to her or filing a legal action to force her to remove the dangerous object. If you cut the tree down she might try to sue you for destruction of her property, so get an expert to render an opinion about what should happen to the tree.
