Harassment by a woman in the area

If we've been repeatedly reported by a particular woman in our area to everyone from the DHS to Animal Control for years can we sue her to get her to stop?

If your concern is getting her complaints to stop and they are groundless, you can possibly file for a Protection from Harassment order in the District Court serving your area.
