Legal Question in Bankruptcy in Maryland

An unemployed and bankrupt family member is filing for Chapter 7 in Maryland. He plans to list all creditors from the 3 credit reports but needs to know if he can get also get his past parking tickets discharged on this filing. Being unemployed and in poor health, he will never be able to pay the approx.$10,000 of penalty and interest fees that Baltimore City imposed on $125. worth of parking tickets originating from 2006. Like many others who parked illegally in Baltimore, he did not know about these exorbitant fees until too late. The tags on the car in question are long gone but the city has a engaged a law firm to collect 6 million in fines (mostly penalties) and he may be stopped one day and lose his vehicle (?). If he puts this debt on his list of creditors will it be discharged or will he have to go to court?. Is is better to leave it off the filing or put it on and risk problems that may never surface by bringing it up to traffic court's attention?. This person made a dumb mistake years ago but does not deserve to lose everything over parking tickets.Thanks for your reply.

Penalties and fines are dischargeable in Chapter 13 but not in Chapter 7. He may want to consider filing Chapter 13.
