civilian traffic stop utilizing personal vehicle with emergency lighting?

Vol. firefighter stops vehicle for possible DUI driver, uses flashing lights installed in his personal vehicle. Legal?

Generally not legal. Could testify against driver as to observation but possible civil suit against him and compalint to whatever station house he is at.
