Voluntarily relinquishing Parental Rights
Without going into details as to why, Is a person still obligated to pay child support if they voluntarily relinquish parental rights.

If the termination of parental rights results in a court order which also terminates the obligation to pay child support, he answer is no.Ordinarily the obligation to pay child support will not be terminated unless it is assumed by another party, such as an adoptive parent.

Only if the other parent agrees, and the relinquishment (called a "termination" of parental rights) is in the form of a court order. In other words, you cannot just walk away from a child to whom you owe a duty of support.
