Legal Question in Civil Litigation in Maryland

Our neighbor made a false accusation and filed a false affidavit regarding our violation of Montgomery County(Maryland) dog laws.

The truth is that I walked with my unleashed dog closely on the street on a heavy snowny day (icy road), he rushed out from his house and yelled at me and cursed on my dog will be dead. My dog urinated on the side walk of his house, he complained and approached me and my dog, tried to catch and irritate my dog, I walked away quickly.

Then I got three citation, "dog at large", "dog entering private property", "unwanted contact(he complained our dog aggressively attacked him?).

Please help me how to resolve these false accusation?

If you don't feel the citations were merited you can contest them in court. As to the first two, since the dog was unleashed and went onto your neighbor's property, it sounds like you are in violation of those regulations. The third one may be arguable.

You could contest the violations, but you chose not to keep your dog on your leash and then the dog entered his private property. Next time keep your dog on a leash.
