If you win a civil trial against the police and the jury awards you a large lump sum of money are you entitled to that amount

Once the judgment is final, yes, but they can move to vacate the jury verdict, appeal, etc. Then the question is whether you have a judgment against the department/local government, or against the individual officers. If the latter, it may not be collectible unless the local government has an obligation to indemnify the officers.
