Drug Testing

Can an employer(Eletrical Contractor) ask his/her employee to take a random drug test, and request that they submit hair/blood samples on the spot (or at will)?

It depends. If the company has a substance abuse program that provides for random testing, it is OK. There is no legal bar to such programs at all, other than if prohibited in a union collective bargaining agreement. However, they cannot be used to harass specific employees who they "believe" may be drug addicts (this could violate the ADA) ... the program must be properly structured.
