Can they charge you for carpet

We live in Navy Housing and are moving in mid June. We have lived here for 8 months. They come in with a black light and search for stains in case there are pet stains on the carpet that can't be seen with the eye. Can they do that #1 and #2 can they charge me for the carpet if it's clean and free of stains to the human eye also if they do try to charge me for it #3 don't they have to replace it if they charge me for that and don't they have to show me a reciept or something for that because Navy housing is famous for trying to charge you for things and then they don't repair or do anything. By the way the carpet looks wonderful and i think it's a way for them to get money.

#1: Yes,in general, the black light is "allowed". #2: This depends. If you have a pet that is approved and your lease allows for "ordinary wear & tear" or some similar language, I'd say some pet stains are "ordinary".

#3: Depending on the lease, there may not be a requirement that they replace the carpet.
