Renting an Apartment

A young lady who wants to rent the apartment from me has written to say that she is still planning to come to NASM ( National Air and Space Museum) and work in Collections (not directly for me or anyone I supervise) but that she is now being hired as a �contractor.�

Is this a conflict of interest

Conflict of interest? Why and how so? (Even if she were to work within the group which you supervise at the NASM, how would that situation necessarily create a "conflict of interest"? And under whose terms and by whose definition?

I fail to see such a problem under the facts you've described unless there's some obscure provision in OPM's personnel regulations which is unknown to me which might make it a problem.
