Would there be any legal repercussions if someone were to, say, buy fast food from a restaurant and deliver it for a fee to someone else?

This business model has been used by others. As with any business venture, yes, there may be liability issues. A strictly courier role (customer orders, service picks up completed order and delivers same) eliminates many of the issues, except that the transporting party will want increased insurance. A service that picks up and prepares food (even something as simple as pouring salad dressing or stirring cream into coffee) has greater exposure and need for licensing (the health department requires licensing for anyone who sells non-packaged food).

There may be sales tax withholding and reporting requirements if the person picking up the food re-sells it to others.
