problem with purchase of new home

We purchased a home and the previous owners signed a contract that they would fix hanging wires before we moved in. We settled on the house and it was not done. Now, it is $400 to repair and they don't want to pay. Is there a way to collect even after we moved in? I do not want this to go to court, but they are being difficult. They did not realize there would be a charge, but there is and they need to make good on what they promised. Are they legally bound? Basically, the telephone wires are hanging down (dangerously) and they called the power co. but the power co. could not come out at that time. We later came to know that we need an electrician, and that is a charge.

Unless specifically warranted in the contract for sale of the real estate, you have no claim. This is a matter that is resolved through your inspection and right of contractual refusal. If the item was specified for correction or offset and this was not accounted for at settlement then you may have a monetary claim against the seller and/or the settlement company, depending upon the contractual requirements.
