State, county or city law in Gaithersburg that requires current registration on all vehicles, even on private property and where do I find the ordinance?

You need to say what kind of private property. If your vehicle is parked, for instance, in your front or back yard of your single family home, then there is no way a police officer can enter your private property to ticket you or the vehicle. If, on the other hand, your vehicle is parked in the parking lot of a private apartment or condo complex, that's a different story. In that instance, the rules of your apartment or condo probably say that all cars have to keep registration up to date. If you don't, the car becomes "unauthorized." Maryland, like many states, has a statute that says that "unauthorized" vehicles can be towed from a residential place. I would imagine this is likely what happened to you. I checked just to make sure, and there is no Gaithersburg specific ordinance that addresses this situation. If you want to look for yourself, go to www.municode.com, go to Maryland, and from there you should see the link to the Gaithersburg Code of Ordinances. Best of luck.
