Before or after death? Before death, one can simply make changes to the will by codicil or new will and identify a new executor/personal representative. After death, the personal representative petitions for appointment. Once the court has appointed a personal representative, they serve until removed. A personal representative can voluntarily withdraw and allow someone else to step in that role, or if heirs/others want the personal representative removed they must petition the court and get a court order removing the existing PR and naming someone else.
