Does the remainderman on a stock certificate get the entire stock even if the life tenant's will states his children inherit his property equally?

Yes. A will can only dispose of property in the estate or titled in the deceased person's name at death. In your scenario there would appear to be no stock in the estate (it would have already passed to the remainderman).
