In this case, you do not have the right to demand to face your accuser.

This is for several reasons--most notably that YOU are not

being charged with any crime. The ticket is levied in rem (i.e., against property, namely your car), and not against a person. The Constitution never granted any such right to property.

Thus, the penalty attaches to the property and

does not result in a criminal conviction of any type.

Sorry, this simply is not a solution to your problem. I am aware of one reasonable

defense to the camera/picture and it applies only in

limited situations. Face it, a picture is hard to beat when

coupled with a strong statute for enforcement...pay the fine!
